Wolf Administration Reminds Pennsylvanians to Heed Winter Weather Threats This Holiday Weekend

The Wolf Administration is urging Pennsylvanians to pay attention to weather forecasts and remain alert for rapidly changing conditions and brutal cold this holiday weekend.

“Many people are traveling to spend time with friends and family this weekend, so it’s important to know the forecast for your home, your destination and points along your intended travel route,” said PEMA Director Randy Padfield. “We can’t control the weather, but we each can control how informed and prepared we are, so that we can make decisions that keep our loved ones safe.”

According to the National Weather Service, a dangerous winter storm arriving Thursday will bring numerous hazards from west to east across the state, including icing, snowfall, a flash freeze, and dangerous winds and cold that will last through the weekend.

Thursday morning, we can expect ice and snow, particularly in the central and northern mountains. Throughout the day temperatures will rise, bringing rain statewide and the threat of isolated flash flooding for central and eastern Pennsylvania overnight into Friday.

A dramatic drop in temperatures Friday morning and early afternoon could cause of a flash freeze, meaning any water left on the roadways or sidewalks will quickly freeze and make travel difficult. Strong winds gusting up to 50-60 miles per hour could also bring down power lines and tree limbs. Wind chills will reach negative teens and 20s Friday night, creating hypothermia and frostbite hazards. Homeowners should also be aware of the threat of frozen water pipes.

The dangerous cold and windy weather will continue into Sunday, for the Christmas holiday. For northwestern Pennsylvanians, lake effect snow will kick in on Friday with blowing and accumulating snow lasting into Sunday.

The PennDOT team is ready and will work before and throughout the storm to help keep motorists safe during this busy travel season.”

Because temperatures will be very low, the potential for icy roads is high, and PennDOT urges motorists to avoid travel if possible. But if travel is necessary, use caution, reduce speeds and be aware of changing weather conditions. PennDOT has been pre-treating roadways to help prevent ice from forming a bond with the pavement during the early stages of a storm. However, salt is not a silver bullet, and drivers may encounter icy spots on the roadway. With freezing temperatures, roads that look wet may actually be icy, and extra caution is needed when approaching bridges and highway ramps where ice can form without warning.

If motorists encounter snow or ice-covered roads, they should slow down, increase their following distance and avoid distractions. Last winter in Pennsylvania, preliminary data shows that there were 151 crashes resulting in three fatalities and 81 injuries on snowy, slushy or ice-covered roadways where aggressive driving behaviors such as speeding or making careless lane changes were factors.

To help make decisions regarding winter travel, motorists are encouraged to “Know Before You Go” by checking conditions on more than 40,000 roadway miles, including color-coded winter conditions on 2,900 miles, by visiting www.511PA.com. 511PA, which is free and available 24 hours a day, provides traffic delay warnings, weather forecasts, traffic speed information and access to more than 1,000 traffic cameras. Users can also see plow truck statuses and travel alerts along a specific route using the “Check My Route” tool. 511PA is also available through a smartphone application for iPhone and Android devices, by calling 5-1-1, or by following regional Twitter alerts.

“This upcoming frigid weather will create safety hazards, so it is important to bundle up to stay safe if you must go outside,” Acting Secretary of Health and Pennsylvania Physician General Dr. Denise Johnson said. “To avoid frostbite and hypothermia, I advise you to cover all exposed skin, dress in layers, wear water resistant clothing to stay dry, drink warm beverages and take frequent breaks from the cold. Please keep an eye on yourself and your neighbors for effects of freezing temperatures. If anyone starts to continuously shiver, they should go inside, as that is their body’s way of saying it is getting too cold.”

The PSP reminds motorists that Pennsylvania has a new law requiring snow and ice removal from motor vehicles and motor carrier vehicles. The law says drivers must reasonably attempt to remove accumulated snow and ice from hoods, trunks and roofs within the 24 hours following a winter storm. Drivers face a $50 fine if the buildup endangers people or property, regardless of whether any anow or ice was dislodged.

State law also makes it unlawful to drive a motor vehicle if ice or snow on the windshield, rear window, or side windows obstructs, obscures or impairs the driver’s clear view of the highway or any intersecting highway.

Pennsylvania’s Move Over Law requires drivers who are approaching an emergency response area and are unable to safely merge into a lane further away to slow at least 20 mph under the speed limit. Emergency response areas include tow trucks that are assisting disabled motorists.

Finally, headlights must be turned on any time the windshield wipers are being used continuously or intermittently for precipitation such as rain, snow or sleet.

The State Police urges drivers to postpone any travel that isn’t absolutely necessary. If you must travel, make sure someone knows where you are going and when you expect to arrive. Be sure to have your cell phone and a charger. Check weather forecasts and travel advisories before you walk out the door.

“Snow, ice, and freezing temperatures could make this a dangerous and costly winter storm for Pennsylvanians who aren’t prepared for closed roads and high winds,” said Agriculture Secretary Russell Redding. “We urge those in the agriculture industry, as well as pet owners, to plan ahead to minimize risks for your animals and your facilities. Provide shelter for livestock and pets, stockpile feed, monitor your buildings for wind damage or ice and snow accumulation.”

Redding provided the following pet and livestock safety tips:

  • Protect animals from the wind.
  • Provide adequate clean, dry bedding.
  • Keep animals clean and dry to maximize the insulating properties of their coats.
  • Change water often to prevent it from freezing. Pets need water to prevent dehydration, which can contribute to hypothermia.
  • Provide additional feed, including hay and grain, to livestock. Ensure that it remains unfrozen.
  • Never leave pets in parked cars. Parked cars amplify the effects of cold weather.
  • Contact your veterinarian if your animals show signs of hypothermia including shivering, lethargy, low heartrate and unresponsiveness.
  • Monitor buildings – especially those with gently-pitched roofs – and remove accumulated snow, ice, and overhanging limbs to prevent collapse.

Travelers should be sure to pack an emergency travel kit. The kit should include a flashlight with fresh batteries, jumper cables, first aid supplies, blankets, cell phone charger, bottled water, and non-perishable foods. Families who must travel with infants or pets should consider extra formula or pet food.

Wolf Administration, AARP Highlight Safety for Drivers

With nearly a quarter of Pennsylvania’s licensed drivers 65 years of age or older, the Pennsylvania departments of Transportation (PennDOT), Aging (PDA) and the Pennsylvania State Police (PSP), along with the AARP, hosted an event today at The Manor at Oakridge, a Holiday by Atria community in Harrisburg, to highlight the unique challenges faced by older drivers during Older Driver Safety Awareness Week, which is observed December 5-9.

“Mobility is essential to quality of life at any age,” said Kurt Myers, PennDOT Deputy Secretary for Driver and Vehicle Services. “Many older drivers have a lifetime of valuable driving experience to draw from, and PennDOT continually seeks to balance the safety of our roadways with the need for independence and autonomy.”

Approximately 25% of Pennsylvania’s 9.1 million licensed drivers are 65 and older. In 2021 there were more than 19,700 crashes involving at least one driver aged 65 or older, which resulted in over 300 total fatalities. This represents about 17% of all crashes and about 25% of all fatalities.

“As Pennsylvania’s aging population continues to grow, the Wolf Administration is committed to ensuring that older adults have the resources they need to remain active in and connected to their communities,” said Secretary of Aging Robert Torres. “Driver safety awareness is a big part of that picture and if older adults need to make adjustments, accessible and available transportation alternatives become key to getting around. Pennsylvania is fortunate that our lottery proceeds help to fund these alternative services.”

Representatives from PennDOT, PDA, PSP, AARP and others provided information to help older Pennsylvanians extend their years on the road, and to make them aware of other transportation options available to them.

Pennsylvania has a network of shared-ride service providers dedicated to keeping older adults mobile, safe, and engaged in their community. This free transportation program allows citizens ages 65 or older to ride for free on a local, fixed-route service whenever local public transportation is operating. During FY 2020-21, there were 1.7 million Senior Shared Rides.  

Additionally, working with the PA Department of Human Services and transit agencies, PennDOT recently developed an online tool called Find My Ride that allows older drivers to access free ride services online. Find My Ride allows transit agencies to process applications more efficiently, so users can access benefits more quickly. Find My Ride can be found at findmyride.penndot.pa.gov. “Along with the unique challenges already faced by older drivers, winter weather conditions, longer nights, and heavy holiday traffic create challenges for drivers of all ages,” said Lieutenant Adam Reed, Director of the Communications Office with the Pennsylvania State Police. “Before getting behind the wheel be sure you are up to date on eye exams and understand how your prescribed medications could affect your driving. Remember to buckle up every time!”

While every person ages differently, aging typically brings certain — sometimes subtle — physical, visual, and cognitive changes that could impair an older person’s ability to drive safely. Older drivers and their families should work together to identify potential issues that may affect driving, outline courses of action to assist the older driver, and plan for when it’s time to hang up the keys.

Signs that can indicate it may be time to limit or stop driving altogether include:

  • Feeling uncomfortable, fearful, or nervous when driving;
  • Unexplained dents/scrapes on the car, fences, mailboxes, or garage doors;
  • Frequently getting lost and frequent “close calls” (i.e. almost crashing);
  • Slower response times, particularly to unexpected situations;
  • Difficulty paying attention to signs or staying in the lane of traffic; and
  • Trouble judging gaps at intersections or highway entrance/exit ramps.

The Wolf Administration encourages older drivers and their loved ones to review PennDOT’s Seniors Driving Safely publication series, which can be downloaded for free from the PennDOT Driver and Vehicle Services website. These publications help older drivers assess their abilities and offer guidance on next steps if their medical condition is reported to PennDOT. The series also includes a publication designed to guide family and friends of older drivers in what can sometimes be difficult conversations about deciding to stop driving, as well as information for healthcare providers on PennDOT’s medical reporting program.

The following safe-driving habits, which should be routine at any age, are especially useful to older drivers:

  • Plan ahead: lengthy car trips should be made during daylight hours. Morning may be best because most people aren’t as tired as they are in the afternoon. 
  • Don’t drive in rush-hour traffic if you can avoid it. Plan trips after 9:00 AM or before 5:00 PM. Know what roads near home are most congested and avoid them.
  • When driving long distances, especially in winter, call ahead for weather and road condition updates.
  • Look ahead. Good drivers get a jump on trouble by looking far down the road and making adjustments before encountering problems that may involve other vehicles, pedestrians, bicyclists or animals. 
  • Maintain a safe speed. This depends on what the road is like, how well the driver can see, how much traffic there is and how fast traffic is moving.
  • Keep a safe distance from the vehicle ahead of you. The PA Driver’s Manual advises that you should always keep a 4-second gap between you and the vehicle in front of you.

Wolf Administration Reminds Motorists To Use Caution To Avoid Deer Collisions

Pennsylvania Acting Insurance Commissioner Michael Humphreys, Pennsylvania Department of Transportation (PennDOT) Secretary Yassmin Gramian, and State Police Commissioner Colonel Robert Evanchick today reminded drivers of the higher risk for deer-related crashes in the fall and that insurance companies cannot add a surcharge to auto insurance premiums for such crashes.

“Late fall and early winter is when drivers are most likely to have a deer-related crash, and dawn and dusk are peak times for deer activity,” said Humphreys. “Auto collisions involving deer or other wildlife are considered a not-at-fault accident under Pennsylvania law, meaning insurers cannot raise your premiums or add a surcharge to your premium following a deer-related crash, but this exclusion does not apply if your car does not come in contact with the animal. Any damage to your vehicle from a deer-related accident will fall under a policy’s comprehensive coverage.”

State Farm estimates there were over 1.9 million animal collision insurance claims in the U.S. between July 1, 2021, and June 30, 2022.

Pennsylvanians, according to State Farm, have a 1-in-57 chance of being involved in an animal-related crash, the sixth highest in the nation. PennDOT reported more than 5,700 deer-related crashes in 2021, up from almost 5,600 in 2020. The 2021 crashes resulted in 1,255 injuries and 13 fatalities.

“Drivers can help reduce the possibility of a deer-related crash by slowing down and using caution, particularly in areas where deer crossing signs are posted,” said Gramian. “It’s also important to educate young or inexperienced drivers on increased deer movement. Most importantly, your best defense in a crash is your seat belt. Always buckle up, every trip, every time.”

Drivers should be aware of the following tips from the American Automobile Association (AAA) to help prevent a crash or to reduce the damage from a collision:

  • Stay alert and pay attention to road signs while driving. Areas with high levels of deer activity will often have yellow, diamond-shaped signs with an image of a deer.
  • Use high beams when there is no oncoming traffic. Generally, the light reflecting off their eyes will reveal their location and flicking your high beams will often cause the animal to scurry away.
  • Deer rarely travel alone; if one is seen, there are likely more, so slow down and watch for other deer to appear.
  • Swerving away from animals can confuse them so they don’t know which way to run and can also put your car in the path of oncoming vehicles, so resist the urge to swerve. Instead, stay in your lane with both hands firmly on the wheel.
  • If the crash is imminent, drivers should remove their foot from the brake. During hard braking, the front end of a vehicle is pulled downward which can cause the animal to travel up over the hood toward the windshield. Letting off the brake can protect drivers from windshield strikes because the animal is more likely to be pushed to one side of the vehicle or over the top of the vehicle.
  • Always wear a seat belt. The chances of being injured when hitting an animal are much higher if the driver is not wearing a seatbelt.

“First and foremost, slow down. When you travel at a high speed, you reduce the time you have to identify the situation and respond to avoid the animal on the roadway,” said Evanchick. “If you are one of the many drivers who hit a deer, don’t panic. Immediately pull over to a safe area and assess the situation. If there are any injuries, your vehicle needs to be towed, or the roadway is blocked; contact 911 immediately.”

In Pennsylvania, two types of crashes must be reported to police: crashes that result in a vehicle being damaged to the degree that it needs to be towed from a scene and collisions that result in injury or death. Minor collisions that do not result in injury may be reported to police, but it is not legally required.

Drivers involved in any crash with another vehicle are required to exchange license and insurance information with involved parties and render aid when necessary.

Wolf Administration Reminds Drivers of the Threat of Snow Squalls

The Wolf Administration, along with the National Weather Service (NWS), is reminding drivers of the threat that snow squalls can pose during the winter months and advised them to observe warnings related to these dangerous weather hazards during Snow Squall Awareness Week, November 14 – 18.

“We all have a role to play in staying safe on roadways this winter,” said PEMA Director Randy Padfield. “When you get a snow squall warning, the safest thing to do is pause your travel to keep yourself and your loved ones safe, which will help first responders too.”

According to the National Weather Service (NWS), a snow squall is a brief but intense period of heavy snow (up to 2 inches in 30 minutes), strong winds (30+ mph), and whiteout conditions (visibility less than ¼ mile). Snow squalls often occur on days with otherwise partly cloudy skies. Coming on so suddenly, snow squalls can catch drivers off guard and lead to major transportation impacts, including deadly multi-vehicle accidents.

“One of the things that makes snow squalls so dangerous is their tendency to produce icy roadways, or what we call a flash freeze,” said NWS Meteorologist John Banghoff. “Because they come on so suddenly, snow squalls can catch drivers off guard and lead to major transportation incidents, including deadly multi-vehicle accidents.”

“The National Weather Service issues Snow Squall Warnings to alert for the sudden onset of life-threatening conditions encountered by highway travelers during snow squalls,” said NWS State College Warning Coordination Meteorologist Jonathan Guseman. “If you are driving on an interstate when a Snow Squall Warning is issued, the best thing to do is gradually reduce your speed and exit the roadway at the next opportunity.”

“PennDOT is prepared for the season and actively monitors conditions and forecasts, but we cannot prevent snow squalls or know exactly where they’ll hit,” PennDOT Acting Deputy Secretary for Highway Administration Mike Keiser said. “If you must travel in inclement weather, please allow plenty of space around other vehicles and our snow-plow operators so they can perform their jobs effectively and safely.”

“If you are caught in a sudden snow squall, it’s important to remain calm and not panic,” said Mark Compton, PA Turnpike Chief Executive Officer. “Don’t slam on your brakes, stay in your lane and slow down to leave plenty of distance between you and the vehicle in front of you. Also, turn on your head lights and hazard lights so others can see you. If you are on the PA Turnpike, dial *11 on your cell phone if you are in need of assistance.”

“Snow squalls have led to major pileup crashes with multiple injuries and deaths, ” said Major Robert Krol, Director of the Pennsylvania State Police Bureau of Patrol. “If you are involved in a pileup crash, do not stand outside your vehicle if it is on or near the roadway. Instead, seek a safe place well off the roadway behind a guide rail, a concrete barrier or a large tree and if there is no safe place, stay in your vehicle with your seatbelt fastened.”

To help address traffic safety, Keiser explained that as part of a signage pilot project, the department will deploy variable speed limit, or VSL, signs – which quickly reduce speed limits when visibility or roadway conditions call for lower speeds – at 63 total locations:

  • 21 locations along I-80 in Clearfield (mile marker (MM) 100-133) and Clinton (MM 182-193) counties;
  • Six locations on I-80 in Clarion and Jefferson counties on the approaches to Emlenton Bridge (MM 42-45), North Fork Bridge (MM 78-81), and Kyle Lake Bridge (MM 92-95); and
  • 36 locations along I-81 from I-78 to I-80 in Lebanon (five locations), Luzerne (seven locations), and Schuylkill (24 locations) counties.

While the VSLs are in place through April, permanent speed limit signs will be covered, and the normal posted speed limit will be displayed on the VSL unless visibility or winter weather conditions call for slower speeds. When speed limits are reduced, a yellow light at the top and bottom of the VSL will be flashing to ensure motorists are aware of the change.

Earlier this year, the program was active in 12 locations along I-80 in Clearfield County. Preliminary results show this low-cost innovative solution effectively slowed traffic when needed and reduced or eliminated crashes. Locations were chosen based on crash and weather data, such as frequent wintry conditions and where crashes caused by whiteout conditions led to roadway closures of more than three hours.

Wolf Administration Wraps Up 2022 Construction Season

PennDOT Engineering District 4 today held a media event to wrap up another busy construction season and note the federal Bipartisan Infrastructure Law’s assistance in Lackawanna, Luzerne, Pike, Susquehanna, Wayne, and Wyoming counties.

“The 2022 construction season included the infusion of additional federal transportation investments and continued management of an infrastructure system covering 4,000 miles of roads and 2,100 bridges across six counties,” said PennDOT District 4 Executive Richard N. Roman, P.E. “Our design, construction and maintenance teams, along with many external partners, came together to find innovative solutions, executed most projects ahead of schedule, and kept the focus on safety for the traveling public and our employees at all times.”

These improvements include projects supported and accelerated by the BIL. In 2022 alone the BIL is bringing at least $49.6 million in funding to the District 4 region to be allocated by the department and its local Metropolitan and Rural Planning Organization (MPO/RPO) partners:

  • Lackawanna Luzerne Transportation Study (LLTS) MPO received at least $21.8 million;
  • Northeastern Pennsylvania (NEPA) MPO received at least $12.1 million;
  • Northern Tier RPO received at least $13.9 million more; and
  • Wayne County received at least $1.8 million more.

The district opened bids for 42 contracts totaling nearly $298 million in value. Of those contracts, 26 were for roadway work and 16 were for bridge work.

More than 371 miles of paving and 599 miles of seal coating (oil and chip) were completed in the district in 2022.

Work was performed on 28 state-owned bridges by contractors. This included replacing or rehabilitating 20 bridges and preserving eight bridges. Additionally, department-force bridge crews worked on 118 bridges. The district has been able to stretch resources by using in-house capabilities for highway and bridge improvements. 

Below is a list by county of the major projects that were completed or under construction in the district in 2022. Some of the largest are multi-year projects that started prior to 2022.

Lackawanna County:

  • Resurfacing on Routes 247,1010, 2006, 2008, 3018, 3033 and 6011 in various municipalities. Construction will be completed in 2022. $4.3 million;
  • Arch rehabilitation project on Route 632 over Ackerly Creek in Dalton Borough. Construction was completed in 2022. $410,000;
  • Interstate 84 over the Lackawanna Railroad, Roaring Brook, and Route 435 in Dunmore Borough, Bridge Replacement and Interchange Reconfiguration Project. Construction will continue through 2026. $113 million;
  • I-84 in Roaring Brook Township, Resurfacing and Bridge Rehabilitation Project. Construction will continue through 2023. $18.9 million;
  • Route 6006 (Robert P. Casey Highway) in Various Municipalities, Concrete Pavement and Bridge Preservation Project. Construction will continue through 2024. $29.9 million;
  • Main Street (Local Project) in Dickson City Borough, Resurfacing and Signal Improvements Project. Construction will continue through 2023. $1.1 million;
  • Bridge rehabilitation on Route 107 over Tunkhannock Creek in Scott Township.  Construction will continue through 2023. $944,000;
  • Bridge preservation on I-81 and Route 1016 in various municipalities in Lackawanna and Luzerne counties. Construction will be completed in 2022. $3.3 million;
  • Bridge rehabilitation on Route 8015 over Leggett’s Creek in South Abington Township.  Construction will be completed in 2022. $1.6 million;
  • Traffic signal project on Route 3013 in the City of Scranton. Construction will continue through 2023. $1.1 million;
  • Resurfacing, bridge preservation, and cable median barrier project on I-81 from Dickson City to the Susquehanna County Line. Construction will continue through 2024. $36.5 million;
  • Bridge rehabilitation on Route 407 over Lackawanna Lake in North Abington Township.  Construction will be completed in 2022. $1.9 million;
  • Bridge replacement on Route 307 over Green Run in Roaring Brook Township.  Construction will be completed in 2022. $1.9 million;
  • Bridge rehabilitation and superstructure replacement on Route 4005 over D&H Railroad in Benton Township. Construction will continue through 2023. $2.4 million;
  • Bridge preservation on I-81, Route 6006, Route 11, Route 348, Route 2004, and Route 435 in various municipalities in Lackawanna and Luzerne counties. Construction will be completed in 2022. $5.7 million;
  • Bridge rehabilitation on Route 6006 over Racket Brook in the City of Carbondale. Construction will be completed in 2022. $796,000;
  • Resurfacing on Routes 435 and 1007 in various municipalities. Construction will be completed in 2022. $1.4 million;
  • Resurfacing on Routes 247 and 1017 in various municipalities. Construction will be completed in 2022. $4.3 million;
  • Bridge rehabilitation on Route 4023 over Spillway Griffin Pond Reservoir in South Abington Township. Construction will be completed in 2022. $281,000;
  • Resurfacing and signal improvements project, Main Street Corridor (Local Project) in Dickson City Borough. Construction will be completed in 2022. $3.4 million; and
  • Federal Aid Resurfacing and ADA Ramp Reconstruction Project on Routes 247, 1010, 2006, 2008, 3018, 3033 and 6011 Construction will be completed in 2022. $4.2 million.

Luzerne County:

  • Rehabilitation on Route 11 over Mill Creek Bridge and the Norfolk Southern, Reading, Northern, and Blue Mountain Railroad in the Borough of Dupont. Construction will continue through 2022. $1.9 million;
  • Roadway extension on Route 424 in Hazle Township. Construction will continue through 2024. $17 million;
  • Paving and surface treatment on Routes 18, 1013, 1015, 1029, 25, 27, 28, 2020, 2035, and 3030 in various municipalities. Construction will continue through 2023. $6.5 million;

Wolf Administration Outlines Winter Preparations

Pennsylvania Department of Transportation (PennDOT) Acting Deputy Secretary for Highway Administration Mike Keiser and Pennsylvania Turnpike Commission (PTC) Chief Operating Officer Craig Shuey today held a media briefing to outline plans for winter services, highlight job opportunities, and discuss how the public can prepare for the season.

Keiser also outlined a PennDOT signage pilot project that will be used on parts of Interstates 80 and 81 this winter.

“Safety is our top priority, and motorists are our partners in making this season a safe one,” Keiser said. “We also have temporary and longer-term employment opportunities and welcome people to join the team in the many types of positions available.”

The public can access travel information on nearly 40,000 state-maintained roadway miles year-round at www.511PA.com, and during the winter they can find plow-truck locations and details of when state-maintained roadways were last plowed. The information is made possible by PennDOT’s Automated Vehicle Location technology, which uses units in the over 2,600 department-owned and rented plow trucks to send a cellular signal showing a truck’s location. 

To help the public prepare for the season and share information about winter services, PennDOT offers operational information and traveler resources on its winter web page. The site also has a complete winter guide with detailed information about winter services in each of PennDOT’s 11 engineering districts.

Each year, the PTC readies itself to confront the winter elements by properly preparing its entire fleet of trucks, plows and salt spreaders and training more than 425 licensed equipment operators so they are ready to activate 24/7 staffing this fall. Turnpike traffic and weather operations are also at the ready. The team’s focus is to fully understand the conditions on the roadway and to keep the Turnpike system as free of snow and ice as possible. Motorists should take the time now to assure their vehicles are ready for winter and to know their own winter driving skills.

“Our professional crews have worked hard to prepare for the upcoming winter season, and they are ready,” said Shuey. “We ask that all travelers on the Turnpike this winter do their part to be weather-ready for winter travel. Keeping your vehicle stocked for winter with whatever you might need for your health, safety and comfort should traffic come to a stop for an extended period of time can make a big difference in cold weather. We also ask that you consider how to react to extreme white-out conditions that can occur without notice. Be prepared to slow down, don’t panic stop, activate your hazard lights and extend your following distance to prevent dangerous multivehicle crashes.” 

In discussing traffic safety, Keiser explained that as part of a signage pilot project, the department will deploy variable speed limit, or VSL, signs – which quickly reduce speed limits when visibility or roadway conditions call for lower speeds – at 63 total locations:

  • 21 locations along I-80 in Clearfield (mile marker (MM) 100-133) and Clinton (MM 182-193) counties;
  • Six locations on I-80 in Clarion and Jefferson counties on the approaches to Emlenton Bridge (MM 42-45), North Fork Bridge (MM 78-81), and Kyle Lake Bridge (MM 92-95); and
  • 36 locations along I-81 from I-78 to I-80 in Lebanon (five locations), Luzerne (seven locations), and Schuylkill (24 locations) counties.

While the VSLs are in place through April, permanent speed limit signs will be covered, and the normal posted speed limit will be displayed on the VSL unless visibility or winter weather conditions call for slower speeds. When speed limits are reduced, a yellow light at the top and bottom of the VSL will be flashing to ensure motorists are aware of the change.

Earlier this year, the program was active in 12 locations along I-80 in Clearfield County. Preliminary results show this low-cost innovative solution effectively slowed traffic when needed and reduced or eliminated crashes. Locations were chosen based on crash and weather data, such as frequent wintry conditions and where crashes caused by whiteout conditions led to roadway closures of more than three hours.

With more than $212 million budgeted for this winter’s statewide operations, PennDOT deploys about 4,700 on-the-road workers, has more than 636,000 tons of salt on hand across the state and will take salt deliveries throughout the winter.

PennDOT is actively seeking nearly 700 temporary equipment operators statewide for the winter season to supplement the department’s full-time staff. Details on minimum requirements, such as possession of a CDL, as well as application information​, are available at www.employment.pa.gov. Through the same website, job seekers can apply for over 100 other non-operator winter positions such as diesel and construction equipment mechanics, welders, clerks and more.

If motorists encounter snow or ice-covered roads, they should slow down, increase their following distance and avoid distractions. Last winter in Pennsylvania, preliminary statewide data shows that there were 266 crashes resulting in two fatalities and 116 injuries on snowy, slushy or ice-covered roadways where aggressive-driving behaviors such as speeding or making careless lane changes were factors.


Motorists should prepare for potential wintry weather by ensuring they have supplies in their cars before heading out: food, water, blankets, extra gloves and hats, cell phone charger, hand or foot warmers, windshield brush and scraper, and any specialized items like medications or baby and pet supplies.

In addition, snow squalls can often produce dangerous and deadly travel hazards on otherwise clear winter days. The National Weather Service now issues “Snow Squall Warnings” which alert drivers of whiteout conditions and slippery roadways, so motorists can avoid traveling directly into these dangerous squalls.

Wolf Administration Hosts Roundtable Discussion with Teens on Safe Driving

During a face-to-face forum at Red Land High School in Lewisberry today, representatives from the Pennsylvania departments of Transportation (PennDOT) and Education and Pennsylvania State Police, as well as local education and law enforcement representatives shared their collective driver safety knowledge with students from Red Land and Cedar Cliff high schools.

“Motor vehicle crashes are a leading cause of death for teens,” said PennDOT Deputy Secretary for Driver and Vehicle Services Kurt Myers. “Parents and teachers have an important role to play in helping new drivers establish safe driving habits.”

The forum was held to call attention to teen driver safety and share important information directly with teen drivers during the nationwide observance of Teen Driver Safety Week October 16-22, and gave students an opportunity to directly ask questions of the panel.

From 2017 to 2021, there were 81,364 crashes involving at least one 16- to 19-year- old driver in Pennsylvania, resulting in 480 fatalities. 66 percent of those crashes involved a teen driver driving too fast for conditions (25,721 crashes), driver inexperience (8,707), driver distraction (12,411) or improper/careless turning (13,092). There was a total of 53,673 crashes with one or more of these factors. 

The risk of a crash involving any of these factors can be reduced through practice, limiting the number of passengers riding with a new driver, obeying all rules of the road, and using common sense.

“Setting a good example in the driver’s seat is one of the most important things you can do as a parent or caregiver of a teen driver,” said Colonel Robert Evanchick, commissioner of the Pennsylvania State Police. “Positive examples include eliminating distractions in the vehicle, obeying the speed limit, never driving while impaired, and remembering to buckle up every time.”

PennDOT suggests that parents consider the following recommendations to help their children become safe and responsible drivers:

  • Set a good example with your own driving habits.
  • Have regular conversations with your teen about safe driving skills before they get their learner’s permit.
  • Establish a parent/teen driving contract.
  • Ride with your teen occasionally after they receive their license to monitor driving skills.
  • Enforce observance of speed limits and other rules of the road.
  • Strongly encourage your teen to avoid distractions behind the wheel, such as talking or texting on their cell phone.
  • Limit the number of passengers they have in their vehicle. Limit the number of passengers they have in their vehicle.  State law prohibits 16- and 17-year-olds with a junior license from driving with more than one unrelated passenger under the age of 18 years old for the first six months.  After the first six months, a junior driver shall not drive a vehicle with more than three unrelated passengers under 18 years old.
  • Limit dawn, dusk, and nighttime driving until your teen gains more experience and enforce a curfew. Remember, state law prohibits 16- and 17-year-olds with a junior license from driving between 11:00 PM and 5:00 AM
  • Gradually increase the amount of time/distance your teen is permitted to drive.

“Driving a car requires experience, skill, and undivided attention – all factors that improve with repetition and training,” said Acting Department of Education Secretary Eric Hagarty. “Through driver education training programs, teenage drivers receive valuable instruction that prepares them to get behind the wheel, keeping themselves, their passengers, and fellow drivers safe on the road.”

As part of ongoing efforts to educate and assist teen drivers, PennDOT invites teens, their parents, teachers, and others to share video messages on Instagram about the personal costs of a crash, close calls, and advice on avoiding crashes. Anyone can join in this important conversation by using the hashtag #PATeenDriver.

Wolf Administration Honors Students at PA School Bus Safety Poster Contest Ceremony

Today, Pennsylvania Department of Transportation (PennDOT) Director of the Bureau of Driver Licensing Kara Templeton joined the Pennsylvania State Police and school bus safety advocates to honor nine students for communicating important school bus safety messages through their submissions to this year’s School Bus Safety Poster Contest.

The students, in kindergarten through eighth grade, were recognized for their winning entries in the 2022 School Bus Safety Poster Contest. The theme for this year’s contest – “1 Bus + 1 Driver = A Big Impact on Education” – reminds everyone of the important dynamic between students and their school bus drivers, who navigate commonwealth roadways daily to deliver students to school and home without incident.

“By using their talent and creativity, these young artists help us share important safety messages through their creations,” said PennDOT Secretary Yassmin Gramian. “This year’s creations reinforce the importance of school bus drivers in delivering students to and from school safely and the role they play in students’ well-being every day.”

This year’s winners were chosen from over 400 student entries from schools across Pennsylvania. The first-place entries will be moved on to the national competition, which will be judged at the end of this month.

Templeton and Sgt. Michael Pavelko, Division Supervisor for the Commercial Vehicle Safety Division of the Bureau of Patrol for the Pennsylvania State Police, presented certificates and small gifts provided by the Pennsylvania School Bus Association to the students in recognition of their efforts to help to communicate this important safety message.

Historically, the ceremonies are also used to recognize the winners of the statewide and international school bus driver competitions, however, neither competition was held this year. These two events have held special significance in the celebration of this important safety observance, but their absence does not diminish the important message of protecting students from potential harm as they commute daily to and from school.

“Bus drivers do an extraordinary job every day ensuring the safety of our children as they travel to and from school,” said Sgt. Pavelko. “Their continuing dedication to the safe delivery of their precious cargo reinforces the trust parents have in them.”

PennDOT Urges Responsible, Safe Driving

The Pennsylvania Department of Transportation (PennDOT), the Pennsylvania State Police, and the Pennsylvania Turnpike Commission (PTC) encourage all Pennsylvania motorists to take responsibility for safety on our roadways and help “Put the Brakes on Fatalities.”

In 2019, traffic fatalities dropped to 1,059, the lowest since record-keeping began in 1928. In 2020, even with less roadway traffic, fatalities increased to 1,129. In 2021, and in line with trends seen across the nation, traffic fatalities increased again, jumping by about 9% to 1,230.

“Pennsylvania is not alone in seeing an increase in roadway deaths, but that doesn’t make it OK,” said PennDOT Secretary Yassmin Gramian. “In fact, everyone should find it unacceptable. Many traffic fatalities are completely preventable. We must work together – safety is everyone’s responsibility. We urge all drivers to follow these simple safety steps today and always: pay attention when you are behind the wheel, never drive impaired, slow down, and buckle up.”

Nearly a dozen safety advocates from around the state, including PennDOT, PSP, and PTC, partnered to create a video urging safe driving.

“Troopers are trained to spot dangerous driving behaviors and take a zero-tolerance approach, but we need the public’s help to put the brakes on fatalities,” said Pennsylvania State Police Commissioner Colonel Robert Evanchick. “If you believe you’re sharing the road with an aggressive, distracted, or impaired driver, do not hesitate to call 911.”

“Driving over the posted speed limit or too fast for conditions is among the leading causes of roadway incidents that become fatalities,” explained PA Turnpike CEO Mark Compton. “Since the pandemic, distracted driving is also a factor in many such fatalities. As drivers, we must take ownership of unsafe driving habits by paying attention and slowing down behind the wheel. It’s up to us to turn the tide.”

“Early crash data estimates are showing 2022 traffic fatalities may be down slightly over 2021,” said Gramian. “While this is encouraging news, these numbers are still too high. Even one fatality is one too many.”

Areas of concern within 2022 statewide crash data include pedestrian and motorcyclist fatalities, and fatalities in crashes involving distracted drivers.

Whether walking or biking, pedestrians and motorists must share equal respect. Drivers should slow down when approaching a crosswalk or intersection, watch for pedestrians, and be prepared to yield to them. Pedestrians should cross only at a crosswalk and make eye contact with approaching drivers to ensure they will stop before entering the roadway. Both pedestrians and motorists should obey traffic control devices, which help identify who must yield at an intersection.

PennDOT is using data to identify high pedestrian usage routes and promoting infrastructure improvements to enhance pedestrian safety, such as medians, crossing islands, and increased lighting. Traffic signal upgrades are being planned across the state to add pedestrian countdown indicators.

Riders and drivers must also work together to keep everyone safe. Motorcyclists are urged to use common sense by riding sober, obeying speed limits, and allowing enough time to react. Remember to wear all of your gear, all of the time, including reflective clothing and reflective tape on your riding gear to help improve your safety and make you more visible to motorists. Motorcyclists can be hard to see because of their smaller size. Drivers should watch for motorcycles and check mirrors and blind spots before changing lanes. Following too closely is a major factor in crashes involving motorcycles. Vehicles should allow at least four seconds of following distance when following a motorcycle.

Drivers are urged to always pay attention when behind the wheel. Research has shown that distraction from cell phone use while driving – either hand-held or hands-free – delays a driver’s reactions as much as having a blood alcohol concentration at the legal limit of .08 percent.

Anything that causes a motorist to take their attention away from driving, take their eyes off of the road or take their hands off of the wheel is a distraction, including:

  • Eating, drinking, and smoking,
  • Changing the radio station,
  • Talking on the phone, texting, or emailing,
  • Reading or writing,
  • Doing your hair or make up, and
  • Dozing/staring off at something along the side of the road.

Wolf Administration Highlights Responsible Celebration Ahead of Holiday Weekend

The Pennsylvania Department of Transportation (PennDOT), Pennsylvania State Police (PSP), Pennsylvania Department of Conservation and Natural Resources (DCNR), and Pennsylvania Fish and Boat Commission held a media event today urging safe and responsible celebration this coming holiday weekend, and always.

“Independence Day is a time for celebration, but before heading out to these celebrations we urge Pennsylvanians to keep safety in mind,” said PennDOT Acting Deputy Secretary for Highway Administration Mike Keiser. “If your celebration includes alcohol, plan ahead by designating a sober driver or arranging for alternate transportation. Never drive impaired.”

According to PennDOT data, in 2021 there were 136 alcohol-related crashes from Friday, July 2 through Monday, July 5, resulting in six fatalities. Also, during the holiday period last year, there were 48 drug-related crashes, resulting in four fatalities.

Data from the Fish and Boat Commission shows that there were 49 boating-under-the-influence arrests in 2021, a decrease from 60 in 2020.

Pennsylvania is a boating destination state, and boaters drive to and from their boating location. When an impaired boat operator gets behind the wheel to drive home, a BUI becomes a DUI.

“Alcohol impairs judgment, balance, and reaction time on the water and boating under the influence puts everyone at risk, including passengers and others enjoying the water,” said PA Fish and Boat Commission Executive Director Tim Schaeffer.

“Our goal is for boaters to have a safe and enjoyable time on the water. This begins with safe boating practices that include wearing a life jacket each and every time they’re on a boat, and not drinking while boating,” he added.

Over this holiday period, the Pennsylvania State Police and local law enforcement will conduct checkpoints and roving patrols. This effort is funded through PennDOT’s statewide annual distribution of more than $4.7 million from the National Highway Traffic Safety Administration for impaired driving enforcement.

“PSP and its local law enforcement partners have zero tolerance toward impaired, aggressive and distracted driving, as well as speeding,” said PSP Commissioner Colonel Robert Evanchick. “Wherever you travel this holiday weekend, please slow down, buckle up, and drive safely.”

DCNR manages 121 state parks and 2.2 million acres of state forest lands that permit recreational activities including boating and ATV riding. Pennsylvania ranks top 5 in the U.S. for ATV crashes, with many of those incidents involving alcohol, which is not permitted on public lands. DCNR encourages all visitors to practice safe behavior, follow recreation guidelines, and to comply with all posted safety signage.

“Riding ATVs is just like driving a vehicle, being under the influence of drugs or alcohol is not permitted while operating an ATV,” said DCNR Secretary Cindy Adams Dunn. “Whether you’re riding an ATV or taking a walk in Penn’s Woods, safety is key when recreating during the holidays and throughout the year. Many of the worst accidents at state parks and forests occur when people do not follow guidelines in place, which is why we encourage all visitors to practice safe behavior while visiting public lands.”
