Interstate 81, Section 511 Reconstruction Project Projects Virtual Plans Displays

Pennsylvania Department of Transportation (PennDOT), announces Online Plans Displays for the upcoming changes to the Interstate 81, Section 511 Reconstruction Project in Great Bend Borough/Township and New Milford Borough/Township, Susquehanna County.

In accordance with Governor Wolf’s COVID-19 mitigation efforts, the comment period and plan display will be held online only. The comment period will be open from July 1st to July 15th, 2021.

The virtual plans display includes digital picture boards and an online comment form for four specific areas that require environmental re-evaluation from the previously approved Categorical Exclusion Evaluation (CEE), Level 2 environmental document dated 03/21/2018. The plans displays can be accessed by visiting the PennDOT District 4 Website: www.pennDOT.gov/regionaloffices/district-4/, clicking on Public Meetings under District Links, choosing the tile for Susquehanna County and then selecting the tile for Interstate 81, Section 511 Reconstruction Project. The purpose of the plans displays is to introduce the changes to the project since the CEE approval obtained on 03/21/2018, and to receive public input regarding questions or concerns with these latest changes to the project.  It is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.

West Lackawanna Avenue Bridge and Elm Street Bridge Replacement Projects Virtual Plans Displays and Public Meetings

Pennsylvania Department of Transportation (PennDOT), announces Online Plans Displays and Virtual Public Meetings for the West Lackawanna Avenue Bridge Replacement Project over Norfolk Southern Railroad and the Elm Street Bridge Replacement Project over the Lackawanna River in the City of Scranton, Lackawanna County.  

In accordance with Governor Wolf’s COVID-19 mitigation efforts, the comment period and public meeting will be held online only. The comment period will be open from June 16th to July 16th, 2021.  

The virtual plans display for each bridge project includes digital picture boards and an online comment form. The plans displays can be accessed by visiting the PennDOT District 4 Website: www.pennDOT.gov/regionaloffices/district-4/, clicking on Public Meetings under District Links, choosing the tile for Lackawanna County and then selecting the tile for West Lackawanna Avenue Bridge or Elm Street Bridge. The purpose of the plans displays is to introduce the projects and receive public input regarding any questions or concerns with the projects. It is also an opportunity for the public to review and comment on the projects’ potential effects upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act. 

A public meeting for each bridge project will be held on June 30th, 2021 virtually via Microsoft Teams. The Elm Street Bridge public meeting will begin at 5:00 PM and the West Lackawanna Avenue Bridge public meeting will begin at 7:00 PM. Individual registration will be required for each meeting. North Main Projects Virtual Plans Displays and Public Meeting

The University of Scranton Announces Plan for Commencement Events

The University of Scranton announced plans for in-person graduate and undergraduate commencement ceremonies for its class of 2021, which will now be held May 22-23, one week earlier than originally scheduled. Additionally, the University will now hold separate ceremonies for each of its undergraduate colleges and for graduate students at the Mohegan Sun Arena. Following Pennsylvania’s current indoor capacity guidelines, a maximum of 2,500 people would be able to attend each ceremony at the arena.

The graduate commencement ceremony will be held at 10 a.m. on Saturday, May 22. Separate undergraduate commencement ceremonies will be held on Sunday, May 23, for graduates of: the Panuska College of Professional Studies at 9:30 a.m.; the Kania School of Management at 1 p.m.; and for the College of Arts and Sciences at 4:30 p.m.

Graduates will receive four tickets for guests to attend their ceremonies to ensure space capacity limits are followed. Other health and safety guidelines, such as social distancing and wearing masks, will also be followed. The ceremonies will also be live streamed for online viewing.

The announcement, sent to the University community by Jeff Gingerich, Ph.D., acting president, also mentioned plans for a virtual Baccalaureate Mass at 4:30 p.m. on Saturday, May 22. On Friday, May 21, at 8 p.m., the University will hold a virtual Class Night event, at which undergraduate students will be recognized for academic, service and leadership excellence. Information about additional commencement events will be shared in the coming weeks and will be posted on the University’s commencement webpage. The University was able to determine plans for in-person commencement ceremonies because of recent modifications in Pennsylvania’s pandemic restrictions, which were announced Mar. 15.

The University will continue to monitor and adapt to changes in health and safety recommendations from federal or state guidelines between now and May
