PennDOT Honors Star of Excellence Recipients At a ceremony in Harrisburg yesterday, Pennsylvania Department of Transportation (PennDOT) Secretary Mike Carroll recognized 30 PennDOT employees for their outstanding performance with the Star of Excellence Award, PennDOT’s highest recognition. Erin G. Mazikewich and Christopher Tomaszewski from PennDOT’s Engineering District 4 whichrepresents Lackawanna, Luzerne, Pike, Susquehanna, Wayne, and Wyomingcountieswere among the honorees. “Every day, I am reminded of our employees’ dedication, their excellent customer service, and in many cases, their sacrifices,” said Carroll. “The accomplishments of our Stars of Excellence exemplify PennDOT’s mission to provide the very best transportation services to Pennsylvanians every day.” Erin G. Mazikewich and Christopher Tomaszewski were honored at an awards luncheon at the National Civil War Museum in Harrisburg. “Year after year, Erin and Chris have used their talents, creativity, and passion for innovation to improve the traveling experience for residents of and visitors to communities all across northeastern Pennsylvania,” said Richard N. Roman, P.E., District Executive for PennDOT Engineering District 4, based in Dunmore. “Allowing each one of them to shine even more brightly are their individual capacities to build lasting relationships within those communities, which in turn has enhanced the reputation of PennDOT District 4.” Erin G. Mazikewich In her nearly 25 years of service to PennDOT, Erin has consistently demonstrated exemplary performance, effectively coordinating annual plans and monitoring results for Susquehanna and Wyoming counties. In her role as Assistant Highway Maintenance Manager, Erin has also introduced innovative safety measures in each county, she prioritizes safety and has never experienced a personal or preventable fleet accident. Erin is our recruitment champion for both counties. She represents our team at all internal and external county job fairs, as well as at local recruitment events. She also regularly participates in county interview panels, ensuring that candidates are informed about the benefits, values, and rewards of a career at PennDOT. Christopher Tomaszewski In his role as Highway Design Manager – Liaison Engineer, Chris is a valued member of the district design community. His experience and willingness to contribute whenever needed are significant assets. Chris assists local municipalities and counties with their design and engineering agreements. His efficiency enhances infrastructure beyond our state-owned network. He has also played a crucial role in developing several engineers who have joined the Liaison unit after completing their civil engineering training. Chris is consistently recognized by our design partners and the consultant design community for his contributions to the upcoming agreements list for District 4. He receives this recognition during design gatherings, such as ASHE meetings and various marketing meetings.

Twoemployeesfrom PennDOT’s District 4 whichrepresents Lackawanna, Luzerne, Pike, Susquehanna, Wayne and Wyomingcountieswere among the honorees. “These employees represent the many incredible members of the PennDOT team,” Gramian said. “With a focus on innovation, customer service, mobility and community connections, they work tirelessly each day to provide safe and efficient transportation for Pennsylvania’s residents.” Gramian and other department executives honored winners Summer Koziel and Robert McGavin during an event held at the Governor’s Residence. “Both Summer and Robert have truly excelled in their service to the travelling public in northeast Pennsylvania. They are both stars within our organization and work at a very high level everyday” said Richard Roman, District Executive for PennDOT Engineering District 4, based in Dunmore. Summer is a Senior Project Manager in our Design Division’s Liaison Unit. She manages Consultant Designers in preparing and coordinating design packages to be let by the Department. Summer is currently managing 30 projects, which include many complex interstate projects. Summer developed a OneNote “District 4-0 Liaison Project Manager Reference Manual”. As Ms. Koziel was learning the process through her manager and other Liaison Project Managers, she noted how to handle various District processes and preferences that a Project Manager may not specifically find in any manual. Cost savings were realized through internal preparation of the Liaison Project Manager Reference Manual, rather through consultant documentation and subsequent employee training the District saw a one-time savings of $40,000. In addition, cost savings were realized by Ms. Koziel assisting in wetland delineations and providing documentation for permitting as needed, rather than consultant delivery saving $10,000 yearly. Summer is recognized by her peers as a positive and hardworking employee who can take on any task. Summer is respected by the numerous consultants she manages and District staff. Robert “Bobby” McGavin’ s daily accomplishments regularly touch on many of the values and strategic themes of the Department. As Sign Foreman in Wyoming County, Bobby and his crew always do their jobs with safety and quality in mind. Over the past two years, Bobby has acted as a Highway Maintenance Coordinator in Wyoming County and has helped the County to achieve reductions in accident and injury rates. As acting HMC, Bobby strives to provide a quality customer experience. Bobby is regularly recognized by his peers for his work in improved productivity and customer service saving the District $11,261.25. From completing a slide repair on SR 2013, to improving drainage on SR 1003 near Lake Carey, Bobby is noticed for his accomplishments, and that of his team.

Two employees from PennDOT’s District 4-0 which represents Lackawanna, Luzerne, Pike, Susquehanna, Wayne, and Wyoming counties were among the honorees. “These employees represent the incredible people on the PennDOT team,” Gramian said. “With a focus on innovation, customer service, mobility and connectivity, they work tirelessly each day to provide safe and efficient transportation for Pennsylvania’s residents.” Gramian and other department executives honored winners Lonell Shalkowski and Dawn Kidder during a virtual ceremony. “Both Loni and Dawn have truly excelled in their service to the travelling public in northeast Pennsylvania. They are both stars within our organization and work at a very high level everyday” said Richard Roman, District Executive for PennDOT Engineering District 4, based in Dunmore. Loni has been the lead of the District Maintenance Permit Task Force since 2019. The District Maintenance Permit Task Force is a district-wide initiative where a group of engineers focus on the design and submission of maintenance permits to reduce the District’s priority bridge items. The success of the District Maintenance Permit Task Force requires open, proactive communications between the Design, Construction and Maintenance Divisions to ensure priority bridge items are addressed in a cost-effective and timely manner. This success is also bolstered by the rapport Loni has built with the Department of Environmental Protection (DEP) to expedite the review and approvals for priority item permits. Loni’s leadership in setting priorities and giving direction to the team members has increased the level of service to the county bridge/maintenance forces and has improved the communication between the District Office and County Managers. Dawn is a Roadway Programs Manager in the Maintenance Division for Engineering District 4-0. Dawn’s work ethic and dedication to getting the job done truly sets her apart and makes her a valuable asset to the Department. She is hard working, dependable, and dedicated to the Department. Dawn creates a positive work environment where teamwork is encouraged and valued. She is a true leader and an outstanding co-worker. Dawn filled the void created when Wayne County’s Roadway Programs Coordinator (RPC) retired and kept the county moving forward. Dawn is the embodiment of ideal customer service and an exemplary representative of PennDOT. When dealing with difficult situations Dawn always stays calm. Even with all the extra duties Dawn has taken on, she never waivers and always delivers information on time and accurately. She is a role model to all and leads by example. She is an asset to the Department. The Star of Excellence Awards are presented annually to employees who represent the department’s values of service, performance, and integrity. The recipients represent a variety of organizational positions, spanning from highway maintenance and driver and vehicle services workers, to traffic control specialists, communications staff and design and engineering specialists.
